Some people want to have your active platform set to any new target platform you create, but there are times where a user may be setting up multiple platforms and changing the setting takes time and may not be what they want.

However, if they are on the page and have no target platforms (perhaps they decided they didn't want the default one around anymore), any new target platform they add should be selected as active by default.

Note that this shouldn't run the validation/synch that the handleActivate() method does, as resolution will have already happened in the Add... wizard.
