See the attached screenshots, line width is not as sharp when we compare 2.1.3 and 2.2.

Was the screenshot taken at 100% zoom?  I ask because -1 may have been converted into 0.0 line width before and 1.0 now.  0.0 is hairline which wouldn't scale, and 1.0 would

I zoomed to 175% for the screen shot so that it was easier to see, but yes, I can see the issue at 100%.

What Bugzilla has the fix you mention?

Bug 263290 touched on that, but I'll have to investigate to see how it relates exactly.
