Steps To Reproduce:
With a new 3.5M5 SDK and a new workspace
1. Go to Preferences - Available Software Sites
2. Add another site, e.g. http://download.eclipse.org/tools/cdt/releases/galileo (or a zipped site).
3. Disable the 3 predefined sites (eclipse/updates/3.4, releases/ganymede, pde/pde-api-tools/updates).
4. Start Install New Software (expecting the CDT site to be contacted)
5. Notice that the first contatct is made to the 3.4 update site

I also tried exiting Eclipse and verified upon restart that the disabled state of the sites got stored.

This is especially nasty with bad internet connectivity and a zipped Archive, because it forces an unnecessary wait on the unneeded online sites instead of simply displaying the Archive content.
