We need to enhance the existing "New Target Definition" wizard available from the "File > New > Other"  menu. 

* The wizard will only allow target definitions to be created in the workspace (same as now)
* The options at the bottom of the wizard should be the same as the 4 options in the wizard presented in the preference page (currently, there are only 3 slightly different options)
* The wizard should create a target definition in the new format, using the new model. It currently creates targets using the old model/syntax.

Applied patch to HEAD after adding support to open the editor on the new file when the wizard completes.  I also deleted some files that are no longer being used after this change.
