Our 0.1 build didn't have signed JARs.  This was due to using buildType = N when we should have used buildType = R.  Let's fix this for 0.2.

This regressed with the 0.2 re-spin we just did.  This was my fault and I've noted the proper way to do this (need quotes around the entire argument in Hudson!) to our releng document:

I don't think this requires re-spinning 0.2.0 again but I'm open to others saying so.
