99.9% of the users in the world will have a target selected. If a target isn't selected, there should be a warning... similar to what we have for a missing API baseline.

Perhaps the plug-in classpath container should issue a (user-configurable)warning in this case.

Ankur, we could make a simple improvement here which is if you remove your active target, we'll put up a warning on the preference page.

Added "Information" message that no target is current set active.

Applied the patch to HEAD with two changes

- When the active target is removed, the message will also show up (not just on page opening)
- If an active target is set, the message is now removed.
