Description:
Attached report has two report items: grid and image. The master page of report is A4 and the image size is 800 points * 30cm, it is larger than A4. I set the Fit to Container to true and run this report in PDF. The result is page break happened, image is in the second page and the first page has a large empty area.

Steps to reproduce:
1, Open attached report and correct the image URI.
2, Run report in PDF

Expected result:
Image and Grid are in the same page.

Actual result:
Image is in the second page and the first page is empty
