bug 260582 adds repository transformation for normal builds.

We should investigate and add the equivalent functionality to the packager.
We might now need anything here, or it may depend on "packagerAsNormalizer"

Changing Version tag to something more believable. Note that this is not a statement about when the enhancement request will be addressed (the Target Milestone field is used for that); the Version tag should be set to the version of Eclipse you were using when you saw the need for the enhancement.

I can't see us doing this.  p2 provides a much easier mechanism of reconsuming binaries.  I would suggest the packager isn't worth the effort and can remain as it.
