Signing Jad Page

Overview: Create a new page in the Application Descriptor editor to help the user setup the required information to sing the MIDlet project.

In the Signing page, the user may configure the following:

1) if the project should be signed
2) required and optional MIDlet permissions
   2.1) The user can select the option to scan the code to find suggestions on 
        which permissions may be necessary to be added
3) the key alias to be used
