Resource elements listed in topology need to be resolved in the change resolver component of the SDD runtime.  Properties listed as content elements for resource elements need to be associated with that resource element in order to build a hierarchy of resolution.

This is covered by the committment of the runtime for COSMOS under

org.eclipse.cosmos.me.deployment.sdd.runtime

This includes the components for change resolution, sdd loading, and the profile module code
