Steps To Reproduce:
1. Help > Software Updates, Available Software tab.
2. Click Add Site.
3. Enter http://download.eclipse.org/tools/mylyn/update/extras as the Location and click OK.
4. Eclipse does nothing.

A sane response to the user trying to add a site that is already in the site list but hidden would be to unhide the site. Doing absolutely nothing (not even providing any kind of message) is broken.
