patch that enables hover tool-tip functionality for Photran

The Photran Hover Tool-Tip enables users to quickly view the signature for the identifiers.

It will show the the signature for the identifiers including; 
+Variable Declaration 
+Implicit Local 
+Subroutine 
+Function 
+Interface 
+Module 
+Derived Type 



The information shown in the tool-tip is identical to what is shown at

org.eclipse.photran.internal.ui.views.DeclarationView

on identifiers.


Patch file can be applied to

org.eclipse.photran.ui.vpg   and
org.eclipse.photran.core.vpg
