We ran into a situation where a user was getting a 404 while trying to mirror an artifact and the mirror application would end without informing them of the error. We should modify the mirror application to log all ERROR statuses regardless of the value of verbose.

Andrew there seems to be some unrelated changes in your patch. Specifically there are changes related to the retry bug you are working on.
