Open the new plug-in project wizard.  If you turn off 'create a java project' and choose OSGi as the type, then continue to hit next, the template wizard page opens up, with no options to select.  It would be best to not have this page at all if there are no applicable templates.

Patch to hide the empty template wizard page

The fix adds a check (canFlipToNextPage) on the PluginContentPage. If TemplateListSelectionPage is empty, set canFlipToNextPage to false.
