discovery.ui 2.0 provided a tabbed properties view for services. This is to be ported to 3.0. Since consumers might not wanna use (tabbed) properties, it is to be moved to its own bundle.

Remy,
I've found a solution to the EP contribution vs. lazy startup. Using a fragment, the fragment.xml is read even though the fragment is resolved only (it fragment cannot be activate in general). No ui/ecf startup or (tabbed) properties dependency required.
