There is need to move the ECF core bundles (i.e. org.eclipse.ecf and org.eclipse.ecf.identity) from Foundation 1.0 to Foundation 1.1.  This will allow us (like Equinox...i.e. see bug #257109) to take advantage of a number of classes (like URI) in the Foundation 1.1 class set.

Moved org.eclipse.ecf and org.eclipse.ecf.identity projects to Foundation 1.1.  Released to HEAD/ECF 3.0.  Resolving as Fixed.
