If I have two packages:
com.foo.ui
com.foo.ui.outline

And the second packages contains a CU with an outgoing CVS change, BOTH 
packages are marked (">com.foo.ui...") in the Packages Explorer as containing 
outgoing changes. The UI has presented each package as its own top-level 
TreeItem. But, the they are nested in the model, and this implementation detail 
is being leaked to the User.
