Steps To Reproduce:
1. Create a plug-in project
2. In the "Extensions" tab of the plugin.xml editor, add a "org.eclipse.ui.exportWizards" extension.
3. Add a "wizard"
4. In the right hand side, the "Browse" button is missing for the icon field
5. If I add an import wizard, the "Browse" button is not missing.

The same patch works fine in both HEAD and 3_4_1 branch.
