+++ This bug was initially created as a clone of Bug #254481 +++

We find problem when installing feature patches using P2 Update Installer.

It happens when ALL of these conditions meet:
1. The feature patch contains more than one plugin
2. The product is installed by IM. Standalone Eclipse does not have this problem


Here are some other observations:
1. When installing the feature patch with only 1 plugin, it ask for accepting license agreement. However, when the feature patch contains 2 plugins, it does not ask for the license agreement.
2. When the feature patch is installing, look at the detail, no plugins is being installed
3. Tried standalone Eclipse. The patch installed successfully.
