The WorkspaceCommandStackImpl.DomainListener will add a ResourceUndoContext to operations for resources that have only been affected by touch notifications.

Touch notifications do not change the state of the notifying object.  Since the ResourceUndoContext is added to an operation to indicate that the resource was changed by the operation, these touch notifications should not cause the operation be flagged with a ResourceUndoContext.

I'm already working this fix into the proposed new API for bug 240775 which opens up the resource undo-context policy to customization by clients.
