There is an inconsistency in the Utility JARs node in the EAR 1.4 deployment descriptor tree between the 3.0.3 and 3.1 streams. It seems that an UI change has sneaked into the 3.0.3 stream (I don't remember a PMC review on this) without applying it to the HEAD.

For some reason, bug 251563 only went into R3_0_maintenance and not HEAD.  (My fault, but not intentional.)  The UI now behaves properly, there is no new icon (if you look at 251563, I thought there was a new icon, but it is reuse of the appropriate icon), and as such this was deemed a bug fix and not a UI change.  I will get this change into HEAD for this week's declared build.

This was fixed at the end of Oct, 2008.
