Run JUnit tests on separate machine than build machine.  Of course, this depends on the the availabiliy of hardware at the foundation.

Another possibility would be to use third party cloud computing for the test infrastructure.  Thus the foundation wouldn't have to manage multiple configurations of test machines and all the headaches associated with it....

Ignoring the ever-pressing need for more hardware... this is resolved IMHO.
