Need to increase the RDT dependencies on CDT to the latest CDT on the cdt_5_0 branch.

proposed patch

Changes in this patch:

- remove org.eclipse.ptp.rdt.core.tests from the RDT feature
- update dependencies to latest CDT on cdt_5_0
- update build scripts to the latest CDT 5.0.2 build (I200810221414)

Shouldn't the relationships be > CDT 5.0.1, not >= 5.0.1?

Some plug-ins are still at 5.0.1 while cdt.ui and cdt.core are at 5.0.2.
