Patch to add GDI tracking to Image

Build ID: I20080807-1402

Steps To Reproduce:
While trying to track down a GDI leak I noticed (after much searching) that there is a code path through Image(Device, String) that will create an image but not track it.

The attached patch fixes that problem. May you find your GDI leaks easier.
