Currently we can provide new creation tools through pattern plugins and can also de-activate existing standard creation tools through entries in the same plugin.

I believe what we really need is to be able to do this activateion / de-activation through providing different perspectives. So, by way of example, we have a stabdard TS perspective that allows all the standard creation tools, and we also provide an IRD perspective that provides the IRD tools and de-activates the standard tools. That way a user can work on both the Chameleon model and the IRD model in a single workspace and in a single workbench - this is a VERY valid use-case.
