Dejan Glozic initiated a vote for me on the Eclipse Platform Update component. It appears that every Eclipse project committer is allowed to vote on this, even though they are not currently platform update committers. In fact I was even allowed to vote for myself. I'm opening this bug because it may represent a bug in the portal or in the portal database.

Until the Eclipse Top-Level Project has converted the components into actual sub-projects, the Foundation-side database that manages elections does not have enough information to restrict elections by component accurately.  I am marking this LATER because bug 198541 is working to convert all the projects and thus solve this problem.

This was addressed by the omnibus Eclipse platform ACL cleanup of 2010.
