'Project properties' window is only accessible via contextual menus from the
project root node in the Navigator or Package Explorer views (afaik)..
I usually use the 'Go into..' ficture from theese views, and so I can't access
my project properties easily.
And it seems 'natural' to find a 'project properties' entry in the Project menu.
