Steps To Reproduce:
1. Im trying to install subversive from the updatesite: http://download.eclipse.org/technology/subversive/0.7/update-site/
2. Eclipse Update only says "pending..." (now for something like 30 minutes)
3. accessing the site by browser or by wget http://download.eclipse.org/technology/subversive/0.7/update-site/site.xml gets me the site in like 2 seconds

why is the update mechanism not capable of fetching the children of the site when the site itself is accessable by internet connection? why does it not throw an error (parsing or connection timeout after 30!!!! minutes?)
