The eclipse build should be made more modular.  For instance, it would be very useful to run a full build but only create zips for one platform.

Other suggestions include separating the build into modular parts such as 
compiling, package, test (JUnit correctness, performance, Releng validation, API Tooling, version compare, code coverage). This will also allow shorter test build runs and increase releng productivity.
