Evaluate common build failures determine how they can be mitigated. Rewrite if necessary.

Recent:
Fail fetching ecf jars because they weren't yet replicated, technology directory is automatically redirected to local mirror.
Possible solutions: stop redirection, advise teams to check that jars are available on the mirror before releasing map

Fail fetching Orbit jars due to download.eclipse.org traffic
Eventually would like to fetch from p2 repo of prebuilt bundles
