Steps To Reproduce:
1. Select: File -> New -> Examples -> Editing and validating XML files
2. From the XMLExamples folder created, double click on GolfCountryClub/GolfCountryClub.xsd
3. In the design view, click on the PersonType item on the right hand side list (Types)
4. Switch to the source view, scroll up and select the element with name "GolfCountryClub"
5. Right click on this element and choose Refactor -> Rename

Result: The rename wizard dialog will prompt for changes in the item selected in the design view (PersonType)

Another issue: in the design view, the Refactor -> Rename option is not disabled in those items where this operation is not applicable.

This bug seems similar or duplicate of 205518.
Gabriel please confirm and mark as verified if you agree. Feel free to add more details to the other bug.
