Currently we allow the user to collapse a focused tree view, but then end up automatically expanding it on them.  This can go against the user's expectation when they purposely collapse part of the tree.  One solution is to warn the user, another is to figure out a way to suppress collapse (e.g. expand immediately after the collapse event).

We have run out of time to get this into 3.2, postponing to 3.3.
