The current default XML outline configuration includes the attribute labels, meaning that everyone working with XML has to support that state somehow.  The outline configuration should be refactored to have an abstract API superclass that returns the raw labels for greater flexibility and so that we can keep the "JFace" label and content provider classes as non-API.
