Steps To Reproduce:
1. Help -> Software Updates -> Available Software -> Add Site...

In Eclipse 3.3, it was possible to give a new site its name. Now only the existing Eclipse sites have a name, but a new site can only be specified by entering a URL.
Moreover, the Properties are read-only, which kind of defeats their purpose.
