Description:
The cell width in Layout is not consistent with that in Property Editor.

Build number:
2.3.1.v20080818-0630

Steps to reproduce:
1. Open the attached report design, select the crosstab row cell in the Layout, 
   and check the width in the Property Editor.

Expected result:
The width in the Layout and Property Editor are the same.

Actual result:
The width in Layout is still 153 pixels while the width in Property Editor is 100 pixels.
