Description:
The crosstab cell width can not be dragged less than 153 pixels.

Build number:
2.3.1.v20080818-0630

Steps to reproduce:
1. Open the attached report design, select the crosstab row cell in the Layout, 
   and decrease the width of the cell by dragging.

Expected result:
The width of the cell can be dragged to the width the user want to set.

Actual result:
The width can no be less than 153 pixels.

The width of the cell can be dragged to the width the user want to set in Fixed Layout.

Verified in build (2.5.0.v20090407-0630), closed.
