Ever since the removal of Tuscany, the SDD Programmatic Interface generates output XML with elements in the wrong order. The elements appear in the order in which they were added, not the order required by the SDD specification.

Logic needs to be added to the SPI to handle ordering elements in compliance with the SDD specification.
