Conditional permission admin is being enhanced with OSGi RFC 120.

I released an initial implementation of the RFC 120 changes.  I'm leaving this bug open for ongoing work and tests development.

I have finished the initial implementation of RFC 120.

I still have some outstanding clarifications I need to get back from OSGi on the method 

org.osgi.service.condpermadmin.ConditionalPermissionAdmin.getAccessControlContext(String[])

The specification is very vague in describing what this method does.  Marking as fixed.  Additional work needed will be done in new bug reports.
