Steps To Reproduce:
1. Open a CVS Commit dialog 
2. Click into the comment pane
3. Right-click

A context menu should be there with at least cut/copy/paste/select All/undo and associate keyboard shortcuts.

It's already there, please upgrade your Eclipse to 3.4 (or newer). I checked it on I20080722-0800 and it worked for me. Can't find the exact bug for it, but here is one related to the context menu items in the Commit Wizard - bug 201866.

The menu is missing Undo (Ctrl+Z), but you're already opened another bug for it, thanks.
