This may be only a OS specific bug, when hovering over a description in a Templates Preference page that is too long to display, the full description is not displayed. Under Windows and Vista the full description is displayed in a hover. This was brought up in the UI Useability Workgroup meeting on July 23, 2008.
This is a general OS problem. On Linux, there are no rollover tooltips when a table- or tree-item is wider than its column. Changed summary from "[template] Hovering over Description doesn't show extended description".
WONTFIX. GTK trees and tables don't have hover help. This is the correct operating system behavior.
Unless, I'm totally wrong on this (which is a very good possiblity), it would seem that this can be enabled in GTK. http://library.gnome.org/devel/gtk/unstable/GtkTreeView.html#gtk-tree-view-set-hover-selection Again, I'm not overly familiar with GTK api, so this might not be available depending on the viewing mode.

gtk-tree-view-set-hover-selection is not hover help - it is hot tracking of the selection. Closing as WONTFIX since GTK trees/tables do not have hover help.
