I think that a useful feature would be to select a group of methods or fields 
in the outline view and change their scope through the refactoring menu (like 
public to protected).

Refactoring is a JDT/UI feature. Move to JDT/UI.

This can be done for a single method using Change Method Signature. However no 
actions are planned to support multiple selections.
