In the SML-IF specification, embedded in section 4.1 on Packaging ( http://www.w3.org/TR/sml-if/#Packaging ) there is discussion of the base64Data element as follows:

A document can be embedded as-is or in a base64 encoded format. In the former case, a data element is used to contain the actual content of the document whereas a base64Data element is used for the latter. The base64 format is typically used for, but is not restricted to, documents with DTD. 

We need to provide support for this element, as its content is not currently supported by the validator.
