Steps To Reproduce:
1. Download and install Eclipse Ganymede -  	
Eclipse for RCP/Plug-in Developers
2. Try to download WTP through update site - Help, Software updates, select WebTools (WTP) Update site, click Install
3. Review and confirm that the checked items will be installed. Press Finish.
4. Error occurs:
An error occurred while collecting items to be installed
  No repository found containing: org.eclipse.datatools.doc.user/org.eclipse.update.feature/1.6.0.v20080606124249-15-3119171723535_

As frustrating as it is, to you and other users, this is actually working as expected (that is, it's expected not to work). 

But, with P2 having now been released there _might_ be ways we can improve on this, so will accept this as an enhancement request.

This same scenario works perfectly for me today.

I used 
http://www.eclipse.org/downloads/
to install eclipse SDK.
Then I used http://download.eclipse.org/webtools/updates/
to try to add stuff.

My first attempt was to select all and install. This failed (see bug 241126).

Then I tried just WST Server Core and WST Server UI. Success.

Next I tried to add JEE, JEE Dev, Web, Web Dev. Eclipse crashed.

Next I tried to add JEE. success. restart eclipse
Then JEE dev. success. restart.
Web restart
Web dev restart.

So now I have something that works for some cases like JEE + source. I have no confidence that it is close to what my users will see if they use JEE and it was a pain in the neck.

I don't think there's anything to do with with old bug/update site ... I think current ones work fine ... so closing as 'wontfix'.
