If the list of configuration items is over 20 items the dialog box spans the entire screen.  A scroll bar should be added to the dialog box so that the dialog box does not go over the screen.

Placed the dijit.tree inside a fixed height dijit.layout.ContentPane, so a scroll bar now appears if the tree height exceeds the height of the content pane.
