As the subject states...This is needed for at least two obvious reasons - one is to allow someone to add time spent on a task that wasn't tracked using Mylyn (this has been happening to me lately when Eclipse has been very slow and a resource hog and I need to do some actual work but can't wait forever trying to work with the task in Eclipse); the other is to allow someone to decrease the time recorded against a task in the case that they left the task running when they had been finished with it (and their inactivity time preference is set to something fairly high)  (Or could instead be that they tracked against the wrong task, etc.).
