3.4 RC2.

1. put a view and the Help view into the same view stack
2. bring the view to front (Help view hidden)
3. press 'F1'
==> nothing happens

EXPECTED: Help view comes to front and shows the help info.

This seems to have been around for a while - I saw the same behavior in 3.3. I'm not sure whether this is by accident or by design but it seems to me that we sould be bringing the help view to the front even if it means hiding the view where F1 was pressed. I think this should get fixed but not in 3.4 since we are moving into RC4.
