Bug #232329 provides wizard/dialog help IDs but only placeholder content.
Bug #234755 is for the preference page IDs.

All will need real content.

I've released content for the installed software page, available software page, install wizard, update wizard, uninstall wizard, and revert config wizard.  Also put in an updated task for automatic update scheduling.

Still need to write some task doc for:
- adding sites (including drag/drop)
- managing sites (enabled/disabled, etc.), including import/export
