Steps to recreate the problem:
1) Open New Project dialog from Eclipse File menu, expand Business Intelligence and Reporting Tools-> Report Project and click Next.
2) Type any Project name on Report Project name field and click Finish.
Note: Open Associated Perspective dialog is displayed.
3) Click Yes to start the test so that Eclipse displayed BIRT perspective.
4) On the menu bar, click on Window->Open Perspective->Other?
5) Select Report Design and click on the OK button
6) On Navigator view, right click the project and select Import, select File System, and
select the Test_Report_CrossTab_Chart.rptdesign.
Then, click Finish.

Problem description:
When report is displayed, focus is set on chart and in "Properties editor" view -> Properties tab, general properties of chart are displayed. One of properties is width and height. Decimal point of these values is dot, but should be comma. Please investigate.
