See the attached screenshot of the PDE Plug-in Spy after hitting Tab a couple of times.  The focus boxes around the hyperlinks do not go away after the hyperlink looses focus to another hyperlink.  It appears that if the hyperlink looses focus to a non-hyperlink widget, then the focus box is correctly erased.  It is also erased if the scrollbar is activated as in the PDE manifest editor.
