A rule needs to be created that will handle merging MaxVersion types in the BTG from two or more SDD fragments.  The rule will handle whether or not the two types can be merged and will handle the merging itself.

Added VersionRangeType.java to the org.eclipse.cosmos.me.deployment.sdd.tooling.btg.aggregator project.
